The Heritage Foundation, a conservative Washington think tank, was founded by Paul Weyrich in 1973 with a $250,000 donation from Joseph Coors. Through the years most of their funding has come from the Sarah Mellon Scaife Foundation of Pittsburgh, which backs Heritage president Edwin Feulner with an effective salary of almost $400,000.

In the early 1980s Heritage received $2.2 million covertly from the Korean CIA, according to the November 1988 testimony of former South Korean intelligence director Chang S. Tong. And the same year a staff report from the House Committee on Foreign Affairs stated that Oliver North used Heritage as a cutout for some of his contra fundraising.

But Heritage is too well-connected to have to worry about such minor ripples in its Establishment veneer. By 1985 Heritage could boast that 36 of their people had been appointed to administration jobs, and by 1991 they had a staff of 157 and a budget of $18 million. Much of their energy is spent producing policy papers in an effort to influence congressional aides and journalists on both domestic and foreign-affairs issues.
