The International Security Council, founded in 1984, is a front for Rev. Sun Myung Moon's Unification Church. Moon has achieved considerable respectability through the publication of the Washington Times newspaper, and the academic journal Global Affairs is another step in this direction. However, the scholarly pretensions take a back seat to an analysis that sees the world in terms of good vs. evil. As late as 1988, ISC president and Global Affairs editor Joseph Churba was describing "glasnost" as "Soviet disinformation in a subtle, potentially devastating new guise," driven by "a conscious, deliberate design to achieve global dominance." His analysis would be laughable if it weren't for the fact that by 1994, many average Soviet citizens tragically (and justifiably) see themselves as victims of just this sort of targeting and hate-mongering.

The 74 names entered from the Winter 1988 issue of Global Affairs are from the table of contents, the staff box, the ISC International Advisory Board, and those who signed the ISC Geneva Declaration and the ISC Strategic Assessment.
