Almost all of the 150 names in NameBase from the Bulletin are from one edition titled "The Democracy Offensive" (No.18, Fall 1989). This lists a number of conservative groups, and names the people behind them, that were engaged in Central American lobbying. Some of the names became household words during the Iran-contra hearings, but most are still obscure by major media standards. The money for this massive campaign was a peculiar mix of private donations and funds appropriated by Congress.

The Inter-Hemispheric Education Resource Center, founded in 1979, is a nonprofit research and policy institute with a full-time staff of five. The Resource Center specializes in Central American development issues and U.S. policy. They also track the many private and quasi-private organizations and religious groups, as well as the interlocking network of conservative personalities behind them, that emerged in the U.S. during the Reagan years.
