The U.S. maintains 165 embassy offices around the world. This guide
"lists key officers at Foreign Service posts with whom American business
representatives would most likely have contact. All embassies, missions,
consulates general, and consulates are listed." On the average, between ten
and twenty names from each embassy appear on this list. Apparently this is
now the most complete list that's available to the public. In the 1960s
the "Foreign Service List" was available, which included everyone who was
officially posted in each country, along with their title, rank, and the
date they arrived. But in the early 1970s there was concern that this list
was useful for those who were trying to pick out the CIA officers under
State Department cover. To get a complete list today, you would have to
obtain a "diplomatic list" from each individual country, and extract the
names of U.S. personnel.
In this list we concentrated on indexing ambassadors, deputy chiefs
of mission, and political, labor, and DEA officers. NameBase began in
1982 and has yet to absorb the newer country names, so some of these
individuals are shown as posted to the USSR.
