NIJ had a staff of 52 and a budget of $19 million in 1989. From the
U.S. Government Manual: "The Institute is the primary Federal sponsor of
research on crime and its control and is a central resource for information
on innovative approaches in criminal justice. As mandated by the Justice
Assistance Act of 1984, the National Institute sponsors and conducts
research, evaluates policies and practices, demonstrates promising new
approaches, provides training and technical assistance, assesses new
technology for criminal justice, and disseminates its findings to State
and local practitioners and policymakers." We also have, but didn't bother
to enter, the names and addresses of 473 attendees. They include law
enforcement professionals, military officers, think-tankers, academics,
representatives from hungry defense contractors, and your usual assortment
of bureaucrats. NIJ's Technology Assessment Program also had an exhibit
at the Non-Lethal Defense Conference at Johns Hopkins University in 1993.
This is definitely a growth industry, and one that needs to be monitored
by democrats and human rights activists.
